To Hover the mouse over an object means to place the mouse cursor over an object and don't move it.

 

Most people tend to wiggle the mouse when the mouse cursor is over an object.  Tool Tips will not appear with even the slightest mouse movement.  It is recommended that the user take their hand entirely off the mouse to make sure it doesn't move.
